I think the post-pandemic recovery had a bit to with it too. Some students left as a result of better opportunities. Higher-ed does better in poorer economic environments. However, there are a number of students who returned for at least some programs when they had extra pandemic-related money.
Just my kind of story. The good news is that college enrollment was up for the 2023-2024 school year.
